*Please contact the Department of Utilities at 757-664-6757 or utengtech@norfolk.gov for more information regarding water and/or sewer service connections. Where an existing service connection is documented, it will need to be field verified and deemed serviceable by the City prior to connection of a new structure. If the existing service connection cannot be located or is deemed unserviceable by the City, then connection to the City system must occur through a new service connection, installed at the cost of the developer.

Recording Fees and Taxes will be calculated/added at the end of the auction, based on the final bid amount.

1. Buyer agrees to construct a single-family home.

2. Buyer agrees to meet with Neighborhood Civic League. Contractors and developers will be required to present a building plan to the civic league.

3. Buyer agrees that construction of a residential home on the Property must start
within 9 months after the date of transfer on the deed from the Grantor/City to
Grantee and must be completed within 12 months after that date. The date of
completion of construction shall be the date that a Certificate of Occupancy
has been issued for the home.
