Inspection is recommended. Most items offered for sale are used surplus and may contain defects not immediately detectable. Failure to inspect shall not constitute grounds for any claim against, or withdrawal from a bid after the auction closes. All Items are sold "AS IS, WHERE IS" and SEPTA makes no guarantee about the functionality of any item sold.
Inspections are by appointment only and must be authorized by SEPTA no less than 24 hours in advance. No Exceptions. Inspection appointment times are Tuesday – Thursday, 9am – 1pm (except major holidays).
PAYMENT:
If you are the winning bidder, you will facilitate payment by referring to the My Bids section of your account.
Notes:
1. Payment is due within five (5) business days of each auction closure. If a bidder is unresponsive or does not pay within the five (5) business days SEPTA may elect to re-list the auction with no obligation to the bidder.
2. Any invoice $5,000 or above requires payment via wire transfer.

SALES TAX:
When applicable, sales tax is calculated based upon the auction’s advertised location.
If you are seeking sales tax exemption, you must complete Liquidity Services’ tax exemption form(s). We recommend doing this prior to the auction’s closure or before making payment. To do so, please visit Liquidity Services' Tax Exemption Submission Tool.
All items must be picked up within ten (10) business days from the "Paid On" date listed on the Bill of Sale. If items are not picked up within ten (10) business days SEPTA has the right to relist the auction with no obligation to the Buyer. The Buyer is responsible to provide an appropriate vehicle for pick-up, and for the packing and loading of items awarded to them. Moderate assistance can be provided with arrangements made in advance and approved by SEPTA. The buyer can also provide a Bill of Lading for items being picked up by a third-party Carrier.
Pick-Ups are by appointment only and must be authorized by SEPTA no less than 24 hours in advance, NO EXCEPTIONS. Pick-Up appointment times are Tuesday – Thursday, 9am – 1pm (except major holidays).
The Buyer is required to notify SEPTA via phone/text when they or the Carrier are within 30 minutes of the location in order to gain access to SEPTA property. If a Buyer or Carrier shows up without an appointment, they risk not receiving the Items. SEPTA reserves the right to refuse/reschedule any pick-up at no cost to SEPTA. The Person picking up the items is required to sign a copy of the Bill of Sale and provide Photo ID, and valid proof of Insurance if applicable. For Item(s) that have a title SEPTA will sign and notarize the title to the Business Name and Address listed on the Bill of Sale.
NOTICE: If you are the winning bidder and default by failing to adhere to this sellers terms and conditions your account with Liquidity Services WILL BE LOCKED. Guaranty Waiver. All property is offered for sale 'AS IS, WHERE IS.' Southeastern Pennsylvania Transportation Authority, PA makes no warranty, guaranty or representation of any kind, expressed or implied, as to the merchantability or fitness for any purpose of the property offered for sale. Please note that upon removal of the property, all sales are final. Description Warranty. Seller warrants to the Buyer that the property offered for sale will conform to its description. Any claim for misdescription must be made prior to removal of the property. If Seller confirms that the property does not conform to the description, Seller will keep the property and refund any money paid. The liability of the seller shall not exceed the actual purchase price of the property.
PERSONNEL SECURITY MEASURES:
SEPTA reserves the right to impose personnel security measures upon the Buyer and its employees as SEPTA deems necessary and appropriate to ensure the safety of its patrons, employees and property. These measures may include, but are not limited to, registration of all employees of the Buyer and its subcontractors who shall be working on SEPTA property, photo identification of all registered employees, and background investigations of all registered employees. In addition, SEPTA reserves the right to institute personnel security measures, which may be imposed at any time during the course of the Work. SEPTA shall assume the costs of such security measures. The Buyer and its employees shall cooperate fully with SEPTA in implementing and enforcing security measures on SEPTA property. The Buyer shall be notified by SEPTA, in writing, regarding what is required by SEPTA to carry out any personnel security measures that are being imposed on the Buyer.
Except as authorized by the General Manager (or designee) or expressly deemed exempt by virtue of the nature of their job in the course of their duties, no employee, buyer, agent, contractor, vendor, or other individual shall either use or possess any weapon while on SEPTA property or are otherwise in pursuit of SEPTA business. A weapon includes, but is not limited to, any firearm; explosive or incendiary device; blackjack sandbag; metal/brass knuckles; non-work-related knife, razor, or cutting instrument; or any other prohibited offensive weapon as defined under Section 908 of the Pennsylvania Crimes Code. (18 Pa. C.S. Section 908).
