There are no placards or markings on this anywhere at all.
Dual Axle trailer with a sealed containment system for carrying some sort of liquid. It is currently empty.
The Container is welded onto the trailer and could be removed if someone had the means to do so.

Removal
Property may be removed by appointment only and appointments must be made at least 24 hours in advance. All items must be removed within ten (10) business days from the time and date of issuance of the Buyer's Certificate.
