The DB-25 male end plugs into a device that has a DB-25 female serial port (common on older industrial equipment, some modems, PLCs, CNC machines, certain printers/plotters like older HP models, barcode scanners, or other RS-232 peripherals from the 1980s–2000s era).
The 9-pin female end plugs into a DB-9 male serial port (the standard serial/COM port found on most PCs from the mid-1990s through the early 2000s, and still on many industrial PCs, embedded systems, or USB-to-serial adapters today).
