Please contact the Department of Utilities at 757-664-6757 or utengtech@norfolk.gov for more information regarding water and/or sewer service connections. Where an existing service connection is documented, it will need to be field verified and deemed serviceable by the City prior to connection of a new structure. If the existing service connection cannot be located or is deemed unserviceable by the City, then connection to the City system must occur through a new service connection, installed at the cost of the developer.
This property is sold with the below purchase requirements that shall become restrictive covenants encumbering the property:
1. Buyer agrees to construct a single-family home.
2. Buyer, in any instance in which Buyer purchases two or more contiguous lots, agrees to combine by subdivision all parcels sold to create one parcel at Buyer’s own cost and expense. Buyer shall complete the City’s procedures for subdivision review and approval before commencing any construction on the Property.
3. Buyer agrees to meet with the applicable neighborhood Civic League at a time and place convenient to both Buyer and the Civic League governing body. Contractors and developers will be required to present a building plan to the Civic League.
4. Buyer agrees that construction of a residential home on the Property will start within 9 months after the date of transfer on the deed from the City to Grantee and must be completed within 12 months after that date. The date of completion of construction shall be the date that a Certificate of Occupancy has been issued for the home.
5. Buyer agrees that any and all new single-family home construction will be homeowner occupied for a period of 7 years from receipt of a Certificate of Occupancy. No leasing of the newly constructed single-family home shall be allowed during this period.

If you are the winning bidder, you will facilitate payment by referring to the My Bids section of your account.Note:
1. Upon the effective date of the Ordinance approving the sale, the City Staff will accept the bid through the GovDeals online platform
2. The Successful High Bidder will receive from GovDeals a “Certificate of Sale” confirming and outlining the accepted bid.
3.The Successful High Bidder will have 5 business days, after the acceptance of the bid and receipt of the Certificate of Sale, to make and complete “Full Payment” for the particular Property through the online platform.
4.A Successful High Bidder of more than one Property must tender separate payments for each parcel.

Description Warranty. Seller warrants to the Buyer that the property offered for sale will conform to its description. Any claim for misdescription must be made prior to removal of the property. If Seller confirms that the property does not conform to the description, Seller will keep the property and refund any money paid. The liability of the seller shall not exceed the actual purchase price of the property.
